President – Ernesto Munoz
Ernesto is a Senior Consultant with 17 years of project controls experience in the upstream and downstream sectors of the energy industry. In this time, he has performed Pre-contract and Post-contract services working as a Quantity Surveyor, performing tender assistance, quantity & progress validations, field quantity surveying, preamble development, and, Schedules of Rates (SoR) and Bills of Quantities (BoQ) development, in Houston and on-site locations for various clients. He has offshore fabrication and petrochemical Industry experience, primarily construction site based, undertaking estimating, cost control, planning, and Construction Work Package department supervisor roles. He has assisted in program development for fabrication progress, traceability, and productivity evaluation. His project concept experience consists of Hulls, Topsides, Offshore & Onshore Modules, LNG facilities, and Petrochemical facilities. He holds a BS in Industrial Technology from Texas A&M Kingsville and has been a member of AACE International since 2015.
Vice President – Heath Whitaker
Heath is part of the Project Controls SME team for Albemarle, focusing on sustaining capital across the global project portfolio. He previously worked in asset services for both an Owner and EPC firm respectively; with experience in midstream (Permian basin), and upstream (Gulf of Mexico) projects. Heath received an MBA in Finance from the University of St. Thomas, a BBA in Management from Texas Tech University, and is currently working towards the Certified Cost Professional (CCP) designation. He has been a member of AACE International since 2015.
Treasurer – Valerie Venters, CCP, PMP
Valerie Venters has over 25 years of experience in Project Controls. Her primary focus has been Cost Management. Currently, she is working for Shell International Exploration and Production Inc. in the Project & Technology (P&T) Project Services group as the Cost Lead on one of Shell’s mega projects. Valerie joined AACE in 1997 and has been very active on both the local section level (HGCS), as well as the International level.
Past President – Carole Venters, CCP, EVP
Carole Venters is a Project Controls Manager at Jacobs Engineering in Houston. She has 30 years of experience in various roles relating to Project Controls and holds both CCP (Certified Cost Professional) and EVP (Earned Value Professional) certifications from AACE International. She has worked for several major EPC firms on projects related to Oil & Gas (both Upstream and Downstream), Power Plants, Mining & Metals, and Food & Beverage. Along with in-house Cost Management, Carole’s experience includes field/site work during her assignments at the Coors Brewery and the Suncor Refinery. She has contributed to and assisted in writing system specifications for Jacob’s current Project Controls software and spent two years traveling to various locations in the US and Europe performing on-site training for Users and Superusers. Carole feels her best asset is the ability to see both the “trees as well as the forest” when it comes to project controls; seeing both the details and how they fit into the bigger picture allows her to analyze and track the details while reporting and communicating the big picture results to project management.
Director – Yemi Ibiyemi, MBA
Yemi is a young Project Services Professional who holds a double MBA from Sam Houston State University. He has six plus years’ experience in providing project support to multi-functional project teams. He is a Project Controls enthusiast who actively strives to expand his Project Services expertise and contributions. Yemi hopes to use his participation in the Organization and his mastery of Project Controls to fuel the next generation of Project Controls Professionals worldwide.
Director – Shane Butt
Shane Butt has been actively involved with AACE since moving to Houston in 2012. Shane is the Vice President Enterprise Systems at Omega Project Solutions and also the product manager for PIMS Contract Management. Prior to transferring to the US, Shane ran Omega’s operations in Australia.
Shane is looking to be even more involved with AACE, especially within the Houston Gulf Coast Section.
Shane holds an Electrical Engineering degree from the University of Western Australia in addition to that, he has been involved in the software development business for over 30 years. At Omega, Shane is responsible for the PIMS Software Suite.
Director – Sami Jaroudi, CCP
Sami Jaroudi has over 20+ years of experience in Project Controls Management, Systems, Processes and Applications with major industrial capital projects for both government agencies and in the private sector. In his career, he has worked as a field engineer, cost engineer, scheduler, project engineer, project controls manager, and a Cost System administrator of Project Controls for major EPC firms. Projects include Power Plants, Waste to Energy Processing Facilities, Chemical Plants, FPSO, Drilling Platforms, NASA International Space Station, including a recent engagement at a defense contractor in the UK – currently Director of Project Controls for Systems and Tools ( Mining, Minerals, & Technology ) at Jacob Engineering Group.
Director – Matthew C. Baker, CCP
Matt Baker works for Chevron’s Project Resource Company Business Unit as the Planning and Scheduling Team Lead for the GOMBU – Jack / St. Malo (JSM) Stage 4 Project. His key roles are leading all planning and scheduling process requirements and deliverables for the JSM Stage 4 project team, managing the work of two area planners, and serving as the PLT focal point for all schedule reporting and analysis activities.
Matt recently transitioned from the SASBU – Sanha Lean Gas Connection (SLGC) Project, where he managed all planning and scheduling process requirements and deliverables for the SLGC project team, serving as the focal point for schedule assurance activities, and assisting the CEPS team with the development and maintenance of various project controls deliverables.
Prior to his time on SLGC, Matt worked for the GOMBU – Jack / St. Malo Project Portfolio (JSM), where he served as a CE Advisor, leading the coordination of project team communications and reporting requirements for the leadership team, decision review boards, corporate, and external co-owners. He led all stakeholder alignment planning activities and contributed to phase gate readiness by assisting the team with the development and maintenance of various cost engineering deliverables.
Prior to JSM, Matt worked as a CE Advisor for Chevron Pipeline Company, where he managed the cost and scheduling functions on a portfolio of onshore pipeline and facility projects. Prior to his owner company experience, he managed several project controls functions for an industrial construction contractor on downstream capital projects and turnarounds.
He is an AACE International® Certified Cost Professional (CCP) and has actively contributed to the organization through his published technical papers, presentations, and his service to the AACE® Houston Gulf Coast Section as a President and member of the Board of Directors. He holds a Master’s degree in Construction Management from the University of Houston, where he frequently speaks to current students about the career opportunities of Cost Engineering. He currently lives in Humble, TX with his wife and two young children.
Director – James Arrow, DRMP FRICS MoRP
Mr. Arrow is a Lead Associate at Booz Allen, a Project Management Professional and Chartered Quantity Surveyor with more than 20 years of experience. He has a broad range of Industrial / Commercial Engineering, Procurement, and Construction (EPC) experience working with Fortune 500 contractors and Oil Majors, successfully delivering projects in a number of international locations and across a broad range of market sectors that include oil and gas, aerospace, mining, power generation, government operations and IT Program Management. He is currently providing executive advisory support in the deployment of Enterprise Risk Management solutions for clients headquartered in Houston, TX. Recent experiences include the development of Risk Management capability improvement plans, the deployment of state-of-the-art risk analysis solutions including the development of network-enabled asset tracking platforms designed to enhance construction productivity planning and control on large capital projects.
Director – Trey Seabrook, CCP
Trey is a Project Controls Advisor with Chevron Corporation with over 30 years of experience in project cost & schedule control and construction management, including 25 years in petroleum facility development on domestic and international projects. He has been a member of AACE since 1996 and a Certified Cost Professional since 2002.
Director – Mike Younger
Mike currently works for Turner and Townsend in Houston looking after their major programs, he is in his 40th year of Project Controls primarily in the Oil and Gas contracting side for companies such as Bechtel, Fluor, Foster Wheeler and KBR both onshore and offshore, upstream and downstream and in 5 continents as well as Nuclear Power, defence and Pharmaceuticals. Mike is a recognized subject matter expert in Earned Value Management and has written several published papers on this and presented at many conferences internationally.
Advisor – Martin Darley, CCP, FRICS
Martin is Certified Cost Professional (CCP), Fellow of Royal Institution of Chartered Surveyors (FRICS), and Fellow of Association for Advancement of Cost Engineering (FAACE). He is Darley is former President of AACE International, and is lead for Chevron’s Opportunity Shaping Team.
Advisor – Josh Rowan, PMP, CCP, MRICS
Josh is a Charted Quantity Surveyor (MRICS) with a proven track record and hands-on expertise delivering large CapEx construction projects across the project life-cycle. Thought leader who is actively involved in AACE – International as Region 5 Director, Director-At-Large – Technical Board, and Houston Gulf Coast Section Board of Directors – Advisor. Josh is a US Army Veteran who was awarded the Bronze Star (Operation Iraqi Freedom) and Louisiana Emergency Service Medal for logistical project management support following Hurricane Katrina. Josh has a BS from Texas A&M University and an MBA from the University of St Thomas. He holds the Certified Cost Professional (CCP) and Project Management Professional (PMP) certifications.
